The invention provides an active suspension device and a suspension control device capable of preventing hidden dangers of deterioration of comfort of passengers. An ECU (4) is a control device for a damping force variable damper for damping relative vibration between a vehicle body member (1) and a wheel (16), and is provided with: a road surface height measurement unit (41) for measuring the height of a road surface at three or more points in the vehicle width direction in front of a tire (15) provided in the wheel (16); a position detection unit (42) that detects a position where the difference between the heights of adjacent road surfaces among the heights of the road surfaces at three or more points measured by the road surface height measurement unit (41) is equal to or greater than a predetermined threshold value; and a road surface state determination unit (44) that excludes the value of the height of the road surface at a position where the difference detected by the position detection unit (42) is equal to or greater than a predetermined threshold value, and determines the state of the road surface on the basis of the height of the road surface where the difference between the heights of adjacent road surfaces is less than the predetermined threshold value.
