The front-end processor is respectively connected with the alarm device, the IP broadcast, the mobile platform, the high-definition camera and the laser radar, the front-end processor is connected with the terminal management platform through a wireless communication network, and the terminal management platform is connected with the road monitoring platform. The method comprises the following steps: acquiring original data of traffic participants through a vehicle-mounted high-definition camera and a laser radar sensor of a thunder-vision fusion patrol vehicle, automatically detecting and identifying radar data and image video data by adopting a deep learning method, and calculating the vehicle passing speed of a road section so as to judge whether the road section is congested or not.
