The device comprises a power supply end and a vehicle-mounted end, a switch S4 and a switch S5 are additionally arranged between the charging connection confirmation line CC and the grounding line PE; the orderly charging control method comprises a connection confirmation stage, a preparation stage, a start waiting stage, a charging start stage, a charging stage, a charging end stage and a charging settlement stage. According to the device and the method, improvement and optimization are carried out on the basis of an existing charging process and a standard protocol, and a function of an ordered charging control process is realized on the alternating current charging pile; and the orderly charging process is standardized.
