The available power and the rated power provided by the vehicle-mounted charger for the heating film are compared, and when the available power is smaller than or equal to the rated power, the heating power of the heating film is limited by limiting the output voltage of the vehicle-mounted charger, so that the risk of undervoltage of the vehicle-mounted charger or a direct-current converter is reduced; meanwhile, the heating requirement of the power battery can be met to the maximum extent.
