When a single sensor detects abnormities, for example, a millimeter wave radar sensor finds a target, an acceleration sensor finds vibration, a fuel quantity sensor senses that the fuel quantity changes, and a vehicle-mounted communication interface sends an alarm instruction or a sleep ending instruction, the system works at a high duty ratio; and after the target leaves the alarm area for a period of time, the target enters the low-duty-ratio work again, so that the purpose of reducing power consumption is achieved.
