The invention discloses a handlebar reversing mechanism which comprises a sliding sleeve, the sliding sleeve is connected to a handlebar in a sliding mode and is provided with a clamping block in a protruding mode, the clamping block is used for being connected with a frame in a clamping mode, and the side face, adjacent to the frame, of the clamping block is provided with an elastic sliding piece with the smooth surface. The sliding sleeve rubs with the side handrail of the frame through the sliding piece on the sliding sleeve, the elastic and smooth sliding piece can prevent the side handrail from being scratched, meanwhile, noise can be avoided, and therefore the use experience is improved. The invention further discloses a baby carriage with the handlebar reversing mechanism.
