The method comprises the steps that a variable-length connecting object is additionally arranged between a parachute and an air-dropped object, driving equipment is installed, the length of the connecting object is driven to be changed in the parachute air-dropped descending process, relative movement of the parachute and the air-dropped object is achieved, and the descending acceleration and/or speed of the air-dropped object are/is regulated and controlled. The system comprises a mounting structure platform, a rope traction module, a traction rope, a power module and optional control, speed regulation and external power access modules. The method and the system provide an active regulation and control way, and have the advantages that (1) the landing speed of the air-dropped object as low as 0 can be realized, and the application range of the air-dropped object in parachute landing air-dropped is expanded; (2) the air-dropped object is endowed with stage upward moving capability, and special application requirements such as adjustment of a landing field to avoid danger under the assistance of a horizontal speed are met; (3) the descending time is shortened under the condition that the safe landing speed is met; and (4) the mass of an air-dropped object can be increased under the condition that the parachute is not changed.
