When the underwater vehicle sinks underwater and sails, the flexible empennage structure is subjected to the resistance effect of water, the tail line is in a straightened state, and when the underwater vehicle deviates from the set direction, the gas tank and the air bag pull the tail rod through the tail line, restoring torque is applied to the vehicle body through the tail rod, and the underwater vehicle is driven to move. The stability of underwater navigation of the aircraft is improved while the empennage structure is simplified; when the underwater vehicle floats on the water surface, the air bag expands, the tail line is in a bent state, the effect on the underwater vehicle is small, the air bag is exposed out of the water surface, the antenna located in the air bag is exposed out of the water surface along with the air bag, and the communication quality is guaranteed.
