The system comprises ground power supply coils, a vehicle-mounted receiving coil, a voltage-stabilizing chopper and an external power supply, the ground power supply coils are evenly arranged between tracks on the two sides in the track direction, the vehicle-mounted coil is arranged at the bottom of a train, the voltage-stabilizing chopper is arranged on the train and connected with the vehicle-mounted coil, and the external power supply supplies power to the ground power supply coils. The vehicle-mounted receiving coil receives electric energy of the ground power supply coil through electromagnetic induction and then transmits the electric energy to the voltage stabilization chopper, and the voltage stabilization chopper carries out chopping on the received electric energy and then outputs the electric energy to a load on a train. Therefore, electric energy can be transmitted to the vehicle from the ground when the vehicle is in a static state, and more stable electric energy supply can be realized along with cutting of the power supply coil by the receiving coil when the vehicle runs; in the vehicle running process, the speed, direction and position can be sensed by utilizing the relation between the induction voltage and the phase between the receiving coil and the power supply coil, and vehicle speed measurement and positioning are completed.
