The invention relates to the technical field of road traffic evaluation, and particularly discloses an urban road traffic congestion spatial-temporal distribution comprehensive index evaluation method, which comprises the following steps: calculating the average speed of a road section according to satellite navigation data information obtained at unit time intervals; calculating the congestion mileage of different road types in the road network in unit time, and obtaining the congestion mileage of the whole road network in unit time; calculating road network morning and evening congestion peak periods according to the whole road network congestion mileage in unit time; calculating a four-dimensional road network traffic congestion space-time distribution evaluation index according to the road network morning and evening congestion peak period and the road type; calculating a normal distribution centesimal system score of the four-dimensional congestion space-time distribution evaluation index of each city; and according to the normal distribution centesimal system score, calculating a road traffic congestion time-space distribution comprehensive index of the city. The urban road traffic jam spatial-temporal distribution comprehensive index evaluation method provided by the invention can realize traffic jam quantitative evaluation.
