The oscillation floater is arranged at the bottom of the floating body to be matched with the conical corrugated pipe, the suspended movable disc structure is arranged in the floating body, and the current control system and the mechanism are arranged to be matched with rotation adjustment of the adjusting ring, so that attachment of marine organisms is effectively avoided, and meanwhile, positioning accuracy of the buoy is guaranteed.
