A reversible manual variable speed driving device is characterized by comprising a rack, a force application handle, a main power shaft, a one-way overrunning clutch, a reset device, a variable gear set, a reversing gear set, a neutral gear trigger and a reversing trigger. One end of the force application handle is fixed to the input end of the one-way overrunning clutch, the output end of the one-way overrunning clutch is fixed to the main power shaft, the force application handle rotates around the main power shaft in a reciprocating mode to sweep over a fan-shaped face to move and do work, and a driving force arm corresponding to the force application handle directly drives the input end of the one-way overrunning clutch to rotate forwards and backwards. Therefore, the output end of the one-way overrunning clutch is intermittently driven to rotate unidirectionally. The output end of the one-way overrunning clutch is fixedly connected with an input end gear of the change gear set through a main power shaft; and a limiting device for ensuring that the angle is less than 60 degrees is arranged between the force application handle and the rack. The invention further provides the rowing-imitating hand-powered car, reversing driving can be achieved, upper limbs can be exercised, and the boating-imitating hand-powered car can be used for physical exercise and enjoyment.
