The winch braking device comprises a hydraulic source, a valve group, a water cooling brake and a controller, and the controller is configured to output a corresponding control signal to the valve group based on the target rotating speed of a winch drum; the valve group is arranged on a hydraulic pipeline between the water-cooled brake and a hydraulic source, and is configured to convey corresponding liquid flow to the water-cooled brake based on a control signal provided by the controller; and the water-cooled brake is configured to provide corresponding braking force to the winch drum based on the liquid flow conveyed by the valve group so as to control the rotating speed of the winch drum. The invention further discloses a workover rig comprising the winch braking device.
