The invention relates to a measuring device, a measuring system and a moving object operation method, which can measure the absolute position of a moving object on a moving path at a high speed and with high precision. The measurement system includes: a light transmitting unit that transmits light that irradiates a stationary structure in a movement path in response to a strobe signal; an imaging unit that images scattered light from the stationary structure on an imaging surface; an imaging unit that acquires an optical signal imaged on the imaging surface and converts the optical signal into an electrical signal; an image processing unit that calculates information relating to the absolute position of the moving body (car) on the basis of a captured image generated from the electrical signal converted by the image capturing unit; the image processing unit performs a mark recognition process for determining a reference line indicating a reference of an absolute position of the mark by using a change in brightness in a second direction perpendicular to the first direction in the captured image when the image of the mark is included in the captured image. And a movement amount calculation process for calculating the amount of movement of the moving body from the reference line determined by the mark recognition process.
