[Problem] To provide a connector mounted to a hole of a tire wheel, and capable of facilitating a wired connection between electric circuits inside and outside a tire, and a method of manufacturing the same. [Solution] A connector 10 comprises: a cylindrical terminal 20 which is mounted to a connector mounting hole 81H formed in a tire wheel 80 and which passes through the connector mounting hole 81H so that an electric circuit 91 inside a tire 82 and an electric circuit 95 outside the tire 82 are connected to each other; an outside seal member 42 which encloses the outside of the cylindrical terminal 20 and is pressed against the tire wheel 80 to elastically deform, thereby sealing a gap between the tire wheel 80 and the cylindrical terminal 20; an inside seal member 43 which is filled inside the cylindrical terminal 20; one or a plurality of rod-shape terminals 30 which pass through the inside seal member 43; a plurality of communication holes 29 which are formed at a plurality of locations in a circumferential direction of an intermediate portion of the cylindrical terminal 20 in the axial direction; and a plurality of seal communication portions 44 which are integrally formed with one or both of the outside seal member 42 and the inside seal member 43 and are arranged in the plurality of communication holes 29 so as to transmit, to the inside seal member 43, an elastic force which is generated by elastic deformation of the outside seal member 42 and is applied toward the cylindrical terminal 20.
