The invention relates to a regional-level adaptive traffic signal lamp control scheme based on fog calculation. Macroscopic and microscopic regulation and control are combined to regulate traffic signal lamps so as to control the traffic flow of a city. The control scheme comprises the following steps that: macroscopically, an urban traffic network is modeled, the urban traffic network is divided into a plurality of hexagonal sub-regions, and the closeness degree between regions is obtained; and microscopically, the congestion level of a road is quantified through vehicle pheromone, and traffic signal lamps are regulated and controlled adaptively. Besides, when traffic congestion occurs, a fog server controls the signal lamps in real time through cooperation between the regions, and traffic flow is effectively guided, so that the traffic congestion can be relieved and dredged. Compared with a traditional cloud computing-based model, the control scheme has the advantages of low delay, high expansion and mobility support.
