The invention relates to a bionic underwater propelling device which comprises a bionic shell, a rotary swing rod, a linear driving element, a rotary driving element and a bionic tail fin. The rotary swing rod is rotationally connected into the bionic shell; the linear driving element is installed in the bionic shell in a hinged mode, and the output end of the linear driving element is connected with one end of the rotary swing rod so as to push the rotary swing rod to rotate. The rotary driving element is mounted at the other end of the rotary swing rod; and the bionic tail fin is in transmission connection with the output end of the rotary driving element. According to the bionic underwater propelling device, the rotary torque is increased, the swing propelling efficiency is improved, the problem of maneuverability under various environment restrictions during underwater operation is solved, and when the bionic tail fin swings, noise is low, useless energy loss is small, and the cruising ability is large. The device is applied to the technical field of underwater robots.
