The present invention aims to provide a rubber composition that exhibits excellent viscoelastic properties and in which inadequate mixing, inadequate dispersion, etc., are unlikely to occur between organic polymer materials derived from natural rubber and inorganic materials such as silica; and a silane coupling agent composition or the like used in such rubber composition. The silane coupling agent composition contains a silane compound represented by formula (1) [in the formula, R1 represents a hydrogen atom or a monovalent hydrocarbon group having at most 18 carbon atoms, R2 represents a divalent hydrocarbon group having at most 12 carbon atoms, X1 is selected from the group consisting of R3O- and R3C(=O)O- (in the formula, R3 represents a hydrogen atom, a monovalent hydrocarbon group having at most 18 carbon atoms, or a monovalent hydrocarbon group having one oxygen atom and at most 18 carbon atoms), X2 and X3 are each independently selected from the group consisting of elements exemplified by R4 and X1 (in the formula, R4 is a monovalent hydrocarbon group having at most 6 carbon atoms)], and/or a condensate thereof and a protein denaturing agent.
