The invention provides panoramic frequency modulated continuous wave laser radar. The laser radar comprises a rotating part which rotates in an operable manner; an a laser sensor which is arranged on the rotating part and rotates along with the rotating part, wherein the laser sensor comprises one or more pairs of laser transmitters and laser receivers which are arranged in a one-to-one correspondence mode, and all the laser transmitters are arranged on the same side of the rotating part; each pair of laser transmitter and laser receiver is arranged adjacent to each other, each laser transmitter is used for transmitting an optical signal of a frequency modulated continuous wave, each laser receiver is used for receiving an echo signal of the optical signal reflected by a target object, the echo signal is used for generating panoramic point cloud related to a panoramic image of the surrounding environment of the panoramic frequency modulated continuous wave laser radar, and the panoramic point cloud includes speed information. In addition, the invention further provides a vehicle. According to the technical scheme, the panoramic point cloud can be formed, and meanwhile the speed information of the target object can be obtained.
