The invention provides a lifting type refuge device which enables a lifting stand to reliably ascend to an ascending end and suppresses noise at the ascending end. A lifting stand (20) on which a refugee can ride moves up and down between the upper and lower balconies (1) and (2). A connecting body of a damper (71), a swing arm (72) and a spring (73) is arranged on a frame component (30) arranged on an upper balcony (1). A first arm engagement section (61) and a second arm engagement section (62) are provided on the lifting stand (20). The swing arm (72), which receives the biasing force of the spring (73), can take a standby position at which the swing is stopped. When the lifting stand (20) is lifted, the first arm clamping part (61) is subjected to the buffering action of the damper (71) by enabling the swing arm (72) located at the standby position to swing, and the acting force of the spring (73) acts as the lifting force of the lifting stand from the swing arm through the second arm clamping part. When the lifting stand descends from the upper balcony, the second arm clamping part enables the swing arm to swing to the standby position.
