The invention discloses a super capacitor and storage battery hybrid power system and a charging control method and belongs to the technical field of hybrid power systems. The system comprises a super capacitor array, a storage battery array, a parallel charging and discharging DC/DC converter, a super capacitor parallel bus and a storage battery parallel bus. The charging control method comprises a storage battery serial charging control method and a super capacitor parallel charging control method. According to the system, sudden power is provided by the super capacitor, and the storage battery mainly supplements power output of the super capacitor through constant-current discharge, so capacity attenuation of the storage battery caused by the sudden power is avoided, and the service life of the storage battery is prolonged.
