The method comprises the following steps of: acquiring an average speed V1, an appearance feature image and weight data M of a truck on a certain uphill road section; identifying the color of the truck, segmenting the basic shape of the truck, detecting the edge of the image by using a Canny operator, and obtaining the length, width and height data of the truck; judging the type of the truck according to the length, width and height data of the truck, extracting the maximum weight data Mmax of the truck, constructing an overrun judgment model according to V1, M and Mmax, and identifying an overrun truck; according to the driving direction of the over-limit vehicle, calling pictures shot by the monitoring facilities along the line, matching the trucks, and extracting license plate information when the license plate is not shielded; and according to the obtained driving path and the historical driving record of the truck, predicting the driving route of the overrun truck. According to the method, the overrun trucks which are illegally refitted and not illegally refitted can be judged by constructing the comprehensive judgment index, and the application range is wide.
