The overwater photovoltaic device comprises a base, a photovoltaic panel assembly and an anchoring part; the base comprises a main frame and suspension pads, the main frame comprises a frame body and a supporting seat, the supporting seat is arranged above the frame body and fixedly connected with the frame body, and the multiple suspension pads are distributed below the frame body at intervals and used for floating on the water surface; the photovoltaic panel assembly is arranged above the supporting seat and is connected with the supporting seat; the anchoring part movably penetrates through the frame body and the suspension pads in the vertical direction. According to the overwater photovoltaic device, floating of the overwater photovoltaic device on the water surface is achieved jointly through the multiple suspension pads, solar energy of wide water areas such as ponds and lakes can be fully utilized, and the land area is saved; the influence on organisms under the water surface can be reduced, and the device can be applied to water areas of aquaculture; the structure is simple, the application range is wide and practicability is high.
