A reading means (45) reads the readable medium (T) when cargo (C) is held by the holding means (44). A transmission means (402) transmits the cargo identification information and unmanned aircraft identification information when the readable medium (T) is read by the reading means (45). A storage control means (101) causes a storage means to store the cargo identification information and the unmanned aircraft identification information transmitted by the transmission means (402) in association with each other.
