The buoy body is pulled and limited through the locking blocks, the balancing weights and the first steel ropes, the buoy body can be ensured to be accurately reset when the wind is smooth and quiet, the buoy body can be limited in a moving area, and the phenomenon that the buoy body drifts freely is eradicated.
