The invention provides a handlebar stem or seat tube shock-absorbing device, and belongs to the field of non-motor vehicles. The device includes a sliding pipe, a sliding column sliding up and down relative to the sliding pipe is arranged at the upper end in the sliding pipe, and an anti-disengaging fixing cover is arranged at the upper end of the sliding pipe to prevent the sliding column from disengaging from the sliding pipe.
