The device comprises a bionic fin, a support, a swing connecting rod and an underwater motor arranged on the support. The bionic fin is connected with the swing connecting rod through a rotating pair, the swing connecting rod can drive the bionic fin to swing around a shaft of the rotating pair, and the shaft of the rotating pair is fixedly arranged on the support. The swing connecting rod comprises two arms, a magnet A and a magnet C are arranged on the two arms respectively, and the polarities of the ends, facing the motor shaft, of the two arms are the same. The underwater motor is connected with a motor shaft, the motor shaft is located between the two arms of the swing connecting rod, a magnet B and a magnet D are fixedly arranged on the motor shaft, and the polarities of the ends, facing the outer side of the motor shaft, of the magnet B and the magnet D are opposite. The quick swing type underwater propelling device based on the magnetic driving mechanism is a fish-like propeller with high frequency and small size, and can simulate quick swing of a fishtail, so that quick swing type propelling is realized.
