The invention discloses a passive high lift device of a rotor unmanned aerial vehicle which comprises passive high lift blades, fixing shafts, shaft connecting pieces, fixing rings and fixing rods, the passive high lift blades are connected into a whole through the fixing shafts and the shaft connecting pieces, every two adjacent fixing shafts are connected through the shaft connecting pieces, and the fixing rings are connected with the fixing rods through the shaft connecting pieces. One end of each fixing rod is connected with each shaft connecting piece, and the other end of each fixing rod is connected with each fixing ring. The invention further discloses a rotor wing unmanned aerial vehicle. The passive high lift device of the rotor wing unmanned aerial vehicle aims at solving the problem that the flight efficiency of the rotor wing unmanned aerial vehicle is low.
