The invention provides an energy-absorbing braking device and an energy-absorbing braking method, and the energy-absorbing braking device comprises an anti-collision beam which is restrained by a limiting assembly and is kept parallel to a cross beam of a vehicle body; two sets of two-connecting-rod assemblies are arranged on the two sides of the limiting assembly respectively, and the two ends of each two-connecting-rod assembly are pivoted to the anti-collision beam and the vehicle body cross beam respectively; and at least one tension spring which is arranged between the anti-collision beam and the vehicle body cross beam in parallel, the two ends of the tension spring are connected to the hinged joints of the two-connecting-rod assembly respectively, and the tension spring provides reset tension for restraining the hinged joints from expanding outwards to the two sides. A long-distance energy absorption stroke can be provided by fully utilizing the width of the vehicle body, the thickness of the energy absorption device is greatly reduced, the occupation of the internal space of the vehicle is reduced, and the driving flexibility of the vehicle is enhanced.
