Through the arrangement of the passenger observation recording module, the outside camera recording module, the inside display module, the driver recording module, the passenger reporting module and the system distribution module, the outside camera can shoot and record the passengers who do not carry the passengers and upload the passengers to the master control room, and the master control room distributes the passengers to nearby vehicles. The passengers are carried by nearby vehicles, recording is carried out in the driving process of the vehicles, the number of target passengers is large, nearby taxis are dispatched to a certain degree, and the waiting time of the passengers is shortened.
