The system comprises a laser emitter, a laser receiver and a data processing unit, the laser emitter is used for emitting a ranging laser, the laser receiver is used for receiving the ranging laser, and the data processing unit is used for processing, calculating and measuring data. The positions of the laser emitter and the ground are measured by emitting laser signals, then the vehicle is monitored by monitoring the distance between the laser emitter and the top of the vehicle when the vehicle passes, and when the distance between the laser emitter and the ground is changed into the distance between the laser emitter and the top of the vehicle, vehicle passing information is recorded; and meanwhile, the height of the vehicle can be measured, and vehicle passing information can be known more accurately.
