The device comprises a shaft head lifting appliance and a rotor hoop, wherein the shaft head lifting appliance comprises baffles a, rotating sleeves, a spacer, a boundary lubricating bearing, baffles b, a screw and a connecting plate; a shaft head lifting appliance body is a yoke plate; the baffles b and the rotating sleeves are sequentially installed on the positions, close to the shaft head connecting positions, on two sides of the yoke plate; and the baffles a are installed on the outermost sides. According to the vertical motor rotor hoisting and overturning device and method provided by the invention, sliding friction between a lifting belt and the shaft head lifting appliance during overturning is reduced, the shaft head lifting appliance and the lifting belt are protected, damage is reduced, the service life of the lifting belt and the shaft head lifting appliance is prolonged, axial limiting of the rotor hoop is increased, axial sliding of the rotor in the overturning process is avoided, and the risk of hoisting operation is reduced.
