The invention relates to the technical field of heat exchange devices and particularly relates to a cooling device and a commercial vehicle, wherein the cooling device comprises a radiator and an intercooler, the intercooler comprises an intercooler body, a connecting support and a whole vehicle connecting piece, wherein the connecting support and the whole vehicle connecting piece are arranged on the intercooler body; the connecting support is connected with the radiator, and the whole vehicle connecting piece is used for being connected with a vehicle frame; the connecting bracket comprises a first bracket, the first bracket comprises an extending part and a connecting part, the extending part is connected with the intercooler body, and the connecting part is connected with the extending part; the connecting part at least comprises three supporting plates, the first supporting plate and the second supporting plate are oppositely arranged, the third supporting plate is connected between the first supporting plate and the second supporting plate, the first supporting plate is connected with one side of the radiator, and the second supporting plate is connected with the other side of the radiator. The cooling device provided by the invention is few in parts, light in weight and beneficial to weight reduction of commercial vehicles.
