The invention discloses an all-time all-weather wharf ship berthing monitoring system which comprises a dot matrix radar, a relay station and a background server. The dot matrix radar realizes acquisition, processing and return of radar, infrared and sound multi-source perception data at the front edge of a wharf. The relay station realizes summarized communication connection, equipment management, timing system and information display of a plurality of dot matrix radars of the wharf and communication connection with the background server; and the background server provides unified access, processing, storage and management of the lattice radar data. The all-time all-weather wharf ship berthing monitoring system can effectively monitor berthing operation ships no matter in the daytime or at night or under severe sea conditions such as wind, rain and heavy fog, and therefore relevant supervision departments are automatically reminded to implement effective supervision and on-site law enforcement, and the all-time all-weather wharf ship berthing monitoring system has important significance for fighting against illegal and illegal harbor operation behaviors. A scientific decision support is provided for attacking potential private activities and scientifically preventing overseas epidemic situations from being input from the sea.
