The invention relates to the technical field of building construction, in particular to a steel pipe column swivel hoisting device and method. The steel pipe column swivel hoisting device comprises acarrying pole beam and two fixed pulleys, the upper portion of the carrying pole beam is provided with a first steel wire rope used for being connected with a hoisting mechanical hook, second steel wire ropes are wound around the fixed pulleys, and the two ends of the second steel wire ropes are used for being connected with lifting lugs on the inner wall of a steel pipe column correspondingly; and the two fixed pulleys are arranged in a spaced mode in the horizontal direction and are configured in the mode that the acting force of the two fixed pulleys on the carrying pole beam is located atthe position, with the resultant moment being zero, of the carrying pole beam, the acting force of the two fixed pulleys on the carrying pole beam is located on the same vertical straight line with the acting point of the resultant force of the tension force of the first steel wire rope on the carrying pole beam and the gravity center position of the carrying pole beam, and the two fixed pulleys are symmetrically distributed relative to the gravity center position of the carrying pole beam. By means of the steel pipe column swivel hoisting device, it can be guaranteed that all the lifting lugson the steel pipe column are evenly stressed, and therefore the situation that safety risks occur due to uneven stress of the lifting lugs can be reduced.
