The invention relates to the technical field of ships, and discloses a floating-state hoisting rotary ballast counterweight method for an offshore platform. The method comprises the following steps ofinjecting water into a fifth ballast tank, a sixth ballast tank and a seventh ballast tank to enable the floating state of the platform to reach a hoisting state; after hoisting, the hoisting arm rotating from 0 degree to a first stop angle; part of water in the left of the fifth ballast tank and part of water in the left of the seventh ballast tank being discharged, part of water being injectedinto the right of the seventh ballast tank, and the platform 100 being made to incline 1.2 degrees towards a starboard and 1.3 degrees towards a stern in a floating state; the suspension arm rotatingfrom a first stop angle to a second stop angle; draining a part of water in the left of the fifth ballast tank, the left of the sixth ballast tank and the left of the seventh ballast tank, and injecting a part of water into the right of the seventh ballast tank so that the platform is inclined towards a larboard by 0.6 degree in a floating state and is inclined towards a stern by 1.2 degrees; andthe lazy arm rotating from the second stop angle to 180 degrees. According to the method, the lazy arm can rotate from 0 degree to 180 degrees, floating-state hoisting rotation of the offshore platform is achieved, and hoisting safety is guaranteed.
