The invention discloses an electric automobile heat pump air conditioner defrosting control system and a method, and the method comprises the steps: firstly judging whether defrosting is needed or notin an air conditioning system state, judging the temperature of a water inlet of a motor if defrosting is needed, and carrying out the defrosting through waste heat recovery if the temperature of thewater inlet of the motor is greater than T2 DEG C; and if the temperature of the water inlet of the motor is lower than T2 DEG C, switching to a reverse circulation defrosting stage, and entering a heating mode until the defrosting stage is finished. According to the invention, the problems that the COP of the air conditioning system is reduced and the heating capacity is attenuated due to frosting of the external heat exchanger of the electric automobile are solved, and the energy consumption of the battery is reduced by defrosting by utilizing motor waste heat.
