Each controller is composed of a signal lamp phase control module U1, asatellite positioning module U2, a power supply management module U3, a power supply and communication bus driving module U4, a radio communication module U5, a network communication module U6, an antenna U7 and an antenna U8. The controllers are characterized in that a plurality of radio networking traffic signal lamp controllers can be networked at an intersection in a radio communication mode to form the system, and the controllers exchange data in a wireless communication mode; the system generates and controls the phase of a signal lamp through satellite time service. When no mains supplyexists, power can be supplied through a solar cell panel or a battery; and the radio networking traffic signal lamp controllers supply power to the signal lamp group and controls the on/off of the signal lamps through a communication bus.
