The invention relates to an energy conversion device and application. The device recovers energy by using a lever and a spring and outputs power. The device comprises a shell, a power shaft, a one-waybearing, a lever, a check bearing, a power disc, a spring disc, a spring, a steel wire rope, an output shaft and a bearing, can realize stepless energy transfer, has a simple structure and can storelarger energy. The energy conversion device can be installed on an electric vehicle, vibration energy generated when the vehicle runs is converted into driving force of a generator, a storage batteryof the electric vehicle can be charged, and thus the purpose of prolonging the endurance mileage of the electric vehicle is achieved.
