A real-time outdoor monitoring terminal for 406MHz digital signals and 121.5 MHz analog signals and a ground monitoring system depending on the terminal can be realized through a localization means. All-day real-time monitoring of signals of two channels of an aircraft is achieved, meanwhile, searching of a local area can be conducted in a matched mode, the searching efficiency is improved, and meanwhile excessive dependence on an original foreign Cospas-Sarsat system is reduced.
