The invention discloses a motor controller and an electric vehicle with a rotating handle and a brake handle reusing multiple combination learning phase sequence. The motor controller comprises a rotating handle, a brake handle and a brushless motor controller body. The rotating handle is connected with the brushless motor controller body, and the brake handle is connected with the brushless motorcontroller body. A phase sequence learning function is added to the motor controller; or a traditional motor learning pair plug is canceled, two wires and two plugs are saved, and motor phase learning is started by means of reusing the rotating handle and the brake handle and by means of multiple combination operation of the rotating handle and the brake handle. The electric vehicle is provided with the motor controller for learning the phase sequence by reusing multiple combinations of the rotating handle and the brake handle.
