The main structure of the system comprises a plurality of charging subsystems, a data server and a mobile phone APP, wherein each charging subsystem comprises a charging pile, an intelligent camera, a charging parking space, an intelligent ground lock, a ground sensing module and a voice broadcaster, each charging pile corresponds to one charging parking space, the ground sensing module is used for sensing whether a vehicle is parked on the charging parking space, the intelligent camera is used for identifying whether a vehicle in front of the charging pile is a new energy vehicle, and the voice broadcaster is used for prompting a user whether the parking space is reserved through voice. According to the invention, the non-new energy vehicle is prevented from occupying the charging parking space through the intelligent ground lock, reservation is conducted through the mobile phone APP, the effective reservation time is limited, a user can be reminded that charging is completed and parking is conducted within the specified time, the utilizationrate of the charging pile is greatly increased, and the management system is scientific, reasonable, advanced in equipment, high in operation efficiency and environmentally friendly in application.
