A plurality of height and speed measurement units and image acquisition units are fixedly arranged on the transverse rod, the height and speed measurement units and the image acquisition units are arranged right above each lane, and the communication unit, the height and speed measurement units and the image acquisition units are all connected with the main control unit; the image acquisition unit and the height and distance measurement unit are used for carrying out accurate information acquisition on the identity and the speed of a vehicle passing through the monitoring rod, and the traffic flow and the congestion condition of the road section can be obtained by carrying out information statistics on all vehicles passing through the road section. Meanwhile, vehicles running the red light can be accurately judged according to the information of the traffic lights, so that the intelligent monitoring of the traffic condition on the road is realized.
