The hydraulic system is installed on the bottom support frame, the hydraulic system is connected with the hydraulic telescopic rod, an output shaft of the hydraulic telescopic rod is connectedwith a universal rotating shaft, and the universal rotating shaft is connected with a rotating shaft; the rotating shaft is respectively connected with two rotating blocks which are hinged with the rotating shaft, one rotating block is connected with the second lifting arm, the other rotating block is connected with the first lifting arm, a hook is arranged at the end, far away from the corresponding rotating block, of the first lifting arm, a winch is arranged at one end, far away from the corresponding rotating block, of the second lifting arm, the winch is arranged on a weight block, and the cable wound on the winch is connected with the hook in the connecting direction of the first lifting arm and the second lifting arm. According to the technical scheme, an electric control system drives the universal rotating shaft to rotate in the horizontal direction so as to drive the first lifting arm and the second lifting arm to move in the horizontal direction.
