The road condition signal board is driven to continuously rotate in a wind power driving mode and an electric power driving mode, the situation that the road condition signal board cannot be seen clearly due to leaf shielding is avoided, the situation that a driver decelerates to see the signal board clearly is avoided, normal driving of other vehicles is not affected, and meanwhile the violation behaviors of the driver due to the fact that an instruction board cannot be seen clearly is reduced.
