The invention provides a railway-waterway combined transport vehicle handover safety protection system and method. The system comprises a port operation protection region, a section monitoring device,a shunting locomotive section detection device, a machine nest A, a machine nest B, a track tractor section detection device and a safety protection control system, wherein the port operation protection region includes a loading and unloading region, a first protection region and a second protection region; the section monitoring device is arranged at a joint of a harbor station and a harbor andused for monitoring an opportunity that a shunting locomotive and a railway train set run to a harbor and return from the harbor; the shunting locomotive section detection device adopts an axle counter or a track circuit, is arranged at an inlet end of the first protection region, and is used for detecting real-time states of the shunting locomotive and the railway train set entering and exiting from the port operation protection region; the machine nest A and the machine nest B are arranged in the first protection region and the second protection region correspondingly and used for allowing atrack tractor to park; and the track tractor section detection device adopts the axle counter or the track circuit, is arranged at a junction of the machine nest B and the loading and unloading region, and is used for checking idleness and occupation information of the track tractor at the machine nest B. In the invention, cooperative operation safety of the track tractor and the shunting locomotive in the port operation region can be ensured.

    本发明提供了一种铁水联运车辆交接安全防护系统及方法,该系统包括:港口作业防护区域,包括装卸区、第一防护区以及第二防护区;区段监测装置,设置于港湾站与港口接轨处,用于监测调车机车及铁路车列向港口运行和由港口返回的时机;调车机车区段检测装置,采用计轴器或轨道电路,设置于第一防护区的入口端,用于检测调车机车及铁路车列进入和退出港口作业防护区域的实时状态;机窝A和机窝B,分别设置于第一防护区和第二防护区,用于供轨道牵引车停车;轨道牵引车区段检测装置,采用计轴器或轨道电路,设置于机窝B与装卸区的交界处,用于检查机窝B处轨道牵引车的空闲与占用信息;以及安全防护控制系统。本发明可以保证港口作业区轨道牵引车与调机机车的协同作业安全。
