The expressway secondary traffic accident early warning device comprises an accident inspection network, a front-end alarm module and a rear-end collision accident monitoring platform, wherein the accident inspection network is used for acquiring road section position information of a traffic accident and changesof alarm parameter values, and comprises a plurality of sending detection terminals and an auxiliary detection unit; the front-end early warning module is used for carrying out accident alarm and safe driving reminding on a driver after receiving the alarm signal, and comprises a fixed warning unit and a movable warning unit; the rear-end collision accident monitoring platform comprises a cloud server, a target detecting and tracking module and a second control module, and the rear-end collision accident monitoring platform is used for tracking and judging a moving target in a monitoring areaand storing related alarm information. Correspondingly, the invention provides an expressway secondary traffic accident early warning method which is higher in detection precision, low in false alarmrate and capable of effectively avoiding secondary traffic accidents on an expressway.
