The present invention provides a more versatile technique for detecting the failure of a plurality of lamps or a plurality of light sources mounted in a vehicle and connected in series. Each of a lowbeam lamp 11 and a high beam lamp 12 connected in series includes at least one light source. A lamp driving circuit 131 is configured to supply current to each of the low and high beam lamps 11, 12. Afirst voltage detecting circuit 141 is configured to detect a first voltage V1 that is a sum of voltages applied to each of the low beam lamp and the high beam lamp. A second voltage detecting circuit 142 is configured to detect a second voltage V2 that is applied to the high beam lamp. A processor 133 is configured to obtain a difference VD between the first voltage V1 and the second voltage V2,and to detect a failure in the low beam lamp based on comparison between the difference VD and a rewritable normal operation voltage NVL of the low beam lamp 11.
