The invention discloses a photovoltaic energy storage charging and discharging integrated energy control system and method. The system comprises a direct-current bus, the direct-current bus is connected with a local power grid through an AC/DC converter, the direct-current bus is connected with a photovoltaic power generation device through a DC/DC converter, the direct-current bus is connected with an energy storage device, and the direct-current bus is further connected with a charging station through a DC/DC charger, wherein the AC/DC converter, the DC/DC converter, the energy storage device and the DC/DC charger are all connected with the control center; and the control center enables the total power of the energy control system to be always within a set range by controlling the working states of the AC/DC converter and the energy storage device.
