The invention discloses a parking charging system integrating DSRC and video recognition of ETC. The parking charging system comprises a mounting frame, high-order video units, an RSU antenna and a background management system, wherein the mounting frame comprises an inlet mounting frame and an outlet mounting frame, two groups of high-position video units are respectively fixed on the inlet mounting frame and the outlet mounting frame through hoops, each group of high-order video unit comprises a camera and a license plate recognition camera, the RSU antenna is respectively fixed on the inletmounting frame and the outlet mounting frame through hoops, and the background management system is used for recording the information that the vehicle is driven into/out of a roadside berth, carrying out settlement with a third-party platform and managing roadside berth parking. The parking charging system is advantaged in that the video identification technology and the DSRC technology are combined to accurately identify whether the vehicle is an ETC vehicle user, intelligent supervision of parking spaces is realized by using an artificial intelligence algorithm, so roadside parking spacescan be effectively managed, and unattended operation and whole-process non-inductive parking are achieved.

    一种集ETC的DSRC和视频识别为一体的停车计费系统,包括安装架、高位视频单元、RSU天线及后台管理系统;安装架包括入口安装架和出口安装架,高位视频单元为两组,这两组高位视频单元经抱箍分别固定在入口安装架和出口安装架上;每组高位视频单元包括摄像机及车牌识别相机;RSU天线经抱箍分别固定在入口安装架和出口安装架上;后台管理系统用于记录车辆驶入/驶出路侧泊位的信息、与第三方平台结算及对路侧泊位停车进行管理。本发明采用视频识别技术与DSRC技术结合,精准识别车辆是否是ETC车辆用户。通过利用人工智能算法实现对车位的智能化监管,可以有效的管理路侧泊位;实现无人值守,全程无感停车。
